It is very unlikely that the Netherlands will achieve the legal climate goal of 55 percent emission reduction by 2030. With the current detailed policy as of January 1, the Netherlands is heading for a 45 to 53 percent reduction in greenhouse gas emissions by 2030 compared to 1990. Additional policies provide for an extra 2 percentage point decline: 47 to just under 55 percent reduction. The chance that the Netherlands will meet the climate goal is thus less than 5 percent. The Netherlands is also not on track to meet binding European targets for renewable energy and energy consumption. Increased efforts in energy savings can help with this. This is evident from the Climate and Energy Outlook (KEV) 2025.
The KEV as a Monitoring and Accountability Tool
The annual Climate and Energy Outlook is an important accountability tool for Dutch climate and energy policy, based on the Climate Act. The KEV also monitors progress and makes the report clear what the expected effects of established and proposed policy measures are. The KEV is drawn up by the Netherlands Environmental Assessment Agency (PBL) in close collaboration with TNO, the CBS Central Bureau for Statistics (Central Bureau for Statistics) and the RIVM, with contributions from RVO Netherlands Enterprise Agency (Netherlands Enterprise Agency) and WUR Wageningen University & Research (Wageningen University & Research). The PBL Netherlands Environmental Assessment Agency (Netherlands Environmental Assessment Agency) uses realized emission figures from the RIVM/Emission Registration for this purpose. In addition, the RIV National Institute for Public Health and the Environment (National Institute for Public Health and the Environment)M provides the expected emissions of the other greenhouse gases (nitrous oxide, methane, and F-gases) from all sectors except for agriculture.
