From January 1, 2027, investors and savers will no longer receive tax benefits when they invest in sustainable projects. This will make it harder for entrepreneurs to raise money for green and innovative plans. Research by RVO shows that many investors will not invest in green funds without tax benefits.
What changes?
From 2025, the tax benefit for green investments will be gradually phased out. It will completely stop on January 1, 2027. This also means that green investors and savers will no longer receive new green declarations from that date. The House of Representatives made this decision in the Tax Plan 2025.
Nature-friendly farm or solar park
A green declaration is a document from the government that allows entrepreneurs to demonstrate that their project is sustainable. Think, for example, of building a nature-friendly farm, a solar park, or an energy-efficient apartment complex. With such a declaration, an entrepreneur can raise money from a green fund. This is a special fund where investors and savers put their money to support sustainable plans. Until now, they received tax benefits for this.
Financing sustainable projects will be harder to obtain
The Netherlands Enterprise Agency (RVO) investigated what this decision means. The conclusion is clear: without tax benefits, many investors can no longer invest in green funds. This makes it harder to obtain financing for sustainable and often innovative projects. These projects are crucial for the transition to a sustainable society. Banks and politics are concerned
The Dutch Banking Association regrets that the tax benefit is disappearing. In trade media such as Energeia, Accountancy Vanmorgen, and Taxlive, they express hope that politics will reconsider the decision or come up with a good alternative. There is also discussion in the House of Representatives. Some parties are concerned that this decision is bad for the energy transition, climate goals, and the restoration of nature.
For now, green declarations still available
RVO is still issuing green declarations for now. Investors can at least do this until the end of 2026. How long exactly depends on the choices of the ministries of Finance, Infrastructure, and Water Management. Entrepreneurs with a sustainable project can still apply for a green declaration.
