During the UN Plastic Summit in August, no agreement was reached on a global treaty against plastic pollution. Countries remain divided on limiting plastic production and regulations for toxic substances in plastics. What if an entrepreneur still wants to commit to more circular plastic? Then they can apply for the Transition Plastic Processors (SOPV) subsidy. With SOPV, entrepreneurs investigate how they can use more circular plastic. The SOPV is available for the last time this year.
Replacing Fossil Plastic
Plastic processors and manufacturers of polymer plastic products can apply for SOPV. Also, compounders who add fillers to polymers are eligible. With the SOPV, these entrepreneurs conduct production tests. They investigate whether part of the fossil plastic in their production process can be replaced by recycled or bio-based plastic. The Netherlands Enterprise Agency (RVO) implements the scheme. Applications can be submitted until October 2, 2025.
Apply for subsidy twice
For each application, entrepreneurs receive a maximum of € 25,000. Applications can be made on the RVO website. Entrepreneurs are allowed to apply for SOPV twice in 2025 to conduct different production tests. With the subsidy, entrepreneurs are reimbursed 75% of the costs. Entrepreneurs pay 25% themselves.
Technical Tests
Recycled plastic is plastic from waste that can be reused as plastic raw material after collection and processing. Bio-based plastic is made from, for example, plant residues or algae. Plastic is still mainly made from fossil raw materials, such as petroleum and natural gas. These raw materials are quickly running out.
Less fossil, more recyclate and bio-based plastic
The SOPV subsidy scheme is part of a broader package of measures. The goal is to apply a higher percentage of recycled or bio-based material in new plastics. Think of plastic made from sugarcane that manufacturers process into drink bottles.

You can still apply for the SOPV this year. This can be done until October 2 at 12:00 PM. There is still € 10 million available.
