Municipalities, provinces, and water boards can apply for a total of €120 million in 2026 for tenders for emission-free construction projects. This includes construction projects for housing, roads, and bridges. This is almost 70% more than this years budget. This is part of the Regulation to Stimulate Clean and Emission-Free Construction for local authorities (SPUK SEB). The regulation provides financial support to use emission-free construction equipment.
Impulse for emission-free construction
The Netherlands Enterprise Agency (RVO) implements SPUK SEB for the Ministry of Infrastructure and Water Management. This higher budget further encourages emission-free construction. Since the start of the regulation, one and a half years ago, many emission-free construction projects have already been made possible. In 2024, there were 94 projects. This number grew to over 200 projects this year.
Building despite nitrogen crisis
SPUK SEB started in April 2024. It provides financial support to governments to compensate for the extra costs of emission-free construction machines and vessels. Municipalities, provinces, and water boards can apply if they are part of the Clean and Emission-Free Construction covenant.
Over 120 signatories
This year, 49 municipalities joined the covenant at once. This means there are now more than 120 signatories in total. The covenant is a collaboration with several dozen partners in the construction sector. The financial support from SPUK SEB creates demand in the market for clean construction machines and investment certainty.
