From June 23, 2025, entrepreneurs can register as chain directors for a collaboration on circular solar panels. The Netherlands Enterprise Agency (RVO) opens this tender. The chain director assists a group of companies, organizations, and industry associations in their collaboration for the reuse of solar panels and components. This will become a national system.
Circular approach for discarded PV systems
A group of 18 companies – from producers and installers to recycling companies – is collaborating on a circular approach for discarded PV systems. These are solar energy systems consisting of solar panels, mounting frames, and inverters. The goal is to throw away materials less often and reuse them more frequently. The benefits include affordable prices, delivery reliability, and a more self-sufficient economy.
Ensuring smooth collaboration
The independent chain director ensures that the collaboration between these companies runs smoothly. For example, in the execution of the plan and in making agreements. RVO is the client of this tender and supports the project in collaboration with the Acceleration House Netherlands Circular.
Goals
- by 2030, at least 50% of discarded PV systems are processed circularly;
- by 2027, there will be a national collection system for installers;
- for each type of solar panel, there will be a reuse plan;
- the entire chain makes agreements about costs and revenues.
Addressing bottlenecks
The collaborating companies also see obstacles, such as:
- Legislation and regulations for refurbished products;
- Connection to the UPV system (where producers are responsible for recycling);
- Customers who hesitate about using second-hand parts.
