As of February 3rd, municipalities can again finance flexible and transformation housing through the Stimulating Regulation for Flexible and Transformation Housing (SFT). For the first time, they can also use the scheme for adding floors to existing buildings.
More funding per house
The SFT has been improved in several areas: the amount per house has been increased from €7,800 to €14,000. In 2025, the total budget is €77.8 million, €3.4 million more than in 2024. The scheme is open for applications for the rest of the year.
Better meet demands
The scheme has been adjusted to better meet the needs of municipalities and corporations. Through an internet consultation, they could provide suggestions for improvement of the SFT. It turned out that the time to start construction was too short for many municipalities. Instead of one year, a project must now start within 1.5 years. There is also no maximum to the total amount that can be received, which is especially useful for municipalities with a large housing challenge.
Adding floors
The government wants to further advance rooftop projects alongside flexible housing and transformation of existing buildings. This way, municipalities can develop more housing in a short time. The additional floors are added on top of the roofs of houses, shops, or offices. This requires light construction. Adding floors is thus an innovative way of building that is not yet common. It is often complex to fit such projects into an existing environment, for instance, because it causes construction nuisance in residential areas. With the SFT, municipalities can accelerate the development of rooftop projects.
