Municipalities can apply for more subsidies for more people in 2025 through the Housing Attention Groups Regulation (RHA). This way, they make housing available for more vulnerable groups. Last year, the RHA was only for student housing, but this year there is again a budget for other target groups. Think of the homeless and people with medical urgency. Municipalities can apply for the RHA starting June 10.
€ 60 million for housing
With the RHA, the Netherlands Enterprise Agency (RVO) supports municipalities that make housing available for vulnerable groups. This application round has € 60 million to distribute; € 30 million for housing for students, and € 30 million for other target groups. These include the homeless, people coming from care institutions, or people with medical or social urgency.
First come, first served
RVO processes complete applications for other target groups such as the homeless in the order of receipt. For this budget, the principle of first come, first served applies. Municipalities are therefore advised to apply early for these target groups.
Priority for shared student housing
For projects for student housing, applying early is less important: it is a so-called tender scheme. Municipalities must submit applications by September 19, 2025. Projects for student housing with more shared living spaces (non-independent living spaces) are given priority.
Applications from June 10
Municipalities can apply for the RHA from June 10, 9:00 AM, until September 19 at 5:00 PM. After September 19, RVO ranks the projects for student housing. It may be that there are more applications for housing for other target groups than there is budget. In that case, applications for other target groups will no longer be possible. The latest budget status can be seen on the subsidy page starting June 10.
Why does the RHA exist?
The Netherlands needs more homes. Affordable homes for all target groups, with a good distribution across municipalities. And with the right care, support, and guidance. Some people have fewer opportunities to find housing because they are in a vulnerable situation. The Housing Attention Groups Regulation helps municipalities to make more suitable housing available.
