The Heat Networks Investment Subsidy (WIS) remains open longer than planned. Entrepreneurs can now submit their subsidy applications for a heat network to the Netherlands Enterprise Agency (RVO) until August 31. This means they have more time to prepare their applications properly, increasing their chances of receiving a subsidy.

More Time Needed

The planned closing date for this subsidy was January 16. However, several initiators of heat networks indicated that they could not properly prepare their subsidy applications within the application period. With the extended application period, they now have enough time for a careful application.

Still Much Money Available

There is still enough money available for entrepreneurs who want to invest in an energy-efficient heat network. Currently, almost 75% of the available budget remains, approximately €150 million. RVO receives all applications and processes them in order of receipt.

Changes Due to New Legislation

The Collective Heat Act was passed in the Senate on December 9, 2025. This new law will likely bring significant changes to the next subsidy round of the WIS, which will open at the end of 2026.

Who Can Install a Heat Network?

The new law specifies who is allowed to install a heat network and how the government is involved. The later closing date of this subsidy round also gives the Ministry of Climate and Energy Transition and RVO time to prepare the next subsidy round properly.

Applicants Can Participate

On February 3 at 11:00 AM, there will be a market consultation in Utrecht. Entrepreneurs who have applied for the WIS or plan to do so can give their opinions about the subsidy. They can register by sending an email to duurzameenergieenwarmte@rvo.nl.

The ministry and RVO will take the feedback into account for the new subsidy round to ensure the subsidy aligns as well as possible with practice.
