Signing of the public-private partnership
The PIB program (partners for international business) is a public-private partnership between the Dutch government and companies. The aim of this partnership is to intensify the Dutch OSW sector in Spain and Portugal. The focus is on further identifying and developing market opportunities, particularly in the area of floating offshore wind energy.
An important milestone in this collaboration is the signing of a covenant: a written agreement between the government and Dutch companies in the OSW sector. This may be of interest to you as an entrepreneur in the OSW sector. By joining a PIB cluster, you are not alone. Together with other organizations and companies, you enter a market collectively, increasing your chances of success.
Opportunities for Dutch companies
Spain and Portugal have ambitious plans in the field of offshore wind energy. Both countries aim to invest in the development of ports for construction and maintenance, the installation of floating wind installations, and services for research and seabed preparation.
Spain aims for 1-3 GW and Portugal for 2 GW of OSW capacity by 2030. An investment of about € 12.5 billion. This offers opportunities for Dutch companies active in the OSW sector.
This PIB cluster provides you with the opportunity to collaborate with Dutch, Portuguese, and Spanish companies and share knowledge. You will also receive assistance with matchmaking and market entry. Furthermore, you have the opportunity to participate in trade missions.
The PIB offshore wind energy (OSW) sector cluster in Spain and Portugal is open to Dutch companies in the offshore wind sector with expertise in:

- transport and installation;
- port infrastructure;
- cabling;
- foundations and substations;
- staff development and digital solutions.
