Starting January 2026, new security requirements will apply to companies performing contracts for the Dutch government and police when risks to national security are involved. The General Security Requirements for Government Contracts (ABRO) provide more protection and clarity for companies. ABRO builds upon existing security requirements used by the Ministry of Defence.
ABRO provides protection and clarity
ABRO ensures uniform security requirements for government contracts involving sensitive information, critical processes, or security risks.
It protects against threats such as:
(digital espionage)
cyberattacks
sabotage
leakage of confidential information
With these uniform requirements, companies know what is expected of them, regardless of whether the contract comes from a ministry, an agency, or the police.
Who supervises ABRO?
The National Office for Industrial Security is responsible for monitoring compliance with ABRO. This is a collaboration between the General Intelligence and Security Service (AIVD) and the Military Intelligence and Security Service (MIVD).
When will ABRO be implemented?
The Dutch government and police are preparing for implementation starting early 2026. It is expected that other government organizations working with sensitive contracts will join later.
