The Ministry of Economic Affairs (EZ) has announced that the collaboration platform dcypher will cease operations on September 1, 2025. From that moment, support in the area of cybersecurity knowledge development and innovation will be organized differently. NCC-NL (Dutch Cybersecurity Coordination Center) and parties implementing the National Technology Strategy Cybersecurity Technologies (NTS-CST) will continue the work of dcypher.
NCC-NL will be the starting point for organizations looking to engage in cybersecurity innovation. This contributes to more coherence and efficiency, allowing companies and organizations easier access to relevant knowledge, funding, and collaboration partners.
NCC-NL: Starting Point for Cybersecurity Innovation
From September 1, 2025, organizations can turn to NCC-NL for assistance in finding national and European funding, forming consortia, and strengthening their network - in the Netherlands and Europe. NCC-NL will also take on the implementation of the Human Capital Agenda Cybersecurity (part of the Human Capital Agenda ICT) to increase the number of qualified cybersecurity professionals. Additionally, NCC-NL will work on the development and alignment of subsidy instruments, ensuring that appropriate funding is available for every phase of innovation - from initial idea to scaling up.
Strengthening the Dutch Cybersecurity Sector
The cybersecurity landscape is developing rapidly. Cyber threats are becoming increasingly sophisticated, putting the digital safety of both the Netherlands and Europe under more pressure. New technologies and smart solutions are needed to stay ahead of these threats. Therefore, it is essential that companies, knowledge institutions, and public organizations have access to the right resources and expertise to remain at the forefront of this sector.
This restructuring strengthens the goals of the National Technology Strategy Cybersecurity Technologies (NTS-CST) and the Dutch Cybersecurity Strategy (NLCS). Together with various partners, the Ministry of EZ is building a future-proof foundation for cybersecurity knowledge development and innovation in the Netherlands.
Next Steps
The activities of dcypher will gradually be transferred to NCC-NL, and new partnerships will be established. The transfer will be completed by September 1, 2025. Until then, the familiar support will remain available, allowing operations to continue without interruption.
Additionally, the Action Agenda Cybersecurity Technologies will be further developed in the coming period, outlining how the ambitions of the NTS-CST will be realized. The Action Agenda will be developed under the guidance of the Top Sector ICT, in collaboration with public and private partners, and is expected to be published in September.
