Entrepreneurs can apply for a subsidy starting November 4, 2025, to save on kilometers driven with trucks. This concerns the subsidy scheme for cooperation in the logistics chain (SiLK). The RVO implements this. With the subsidy, companies get a chance to collaborate and improve efficiency. This reduces the number of kilometers driven and saves costs and CO2.
For the transport sector in the entire chain
A partnership with at least 3 companies may submit an application. One of the companies must be active in the logistics sector, such as a transport company, a shipper, and/or a carrier with its own fleet. A company that, for example, uses a transport company to transport their goods can also participate. The result of the collaboration must be that the number of empty or unnecessary kilometers is permanently reduced.
Reducing distances and bundling loads
Participating parties in the partnership may choose which activities they organize and carry out for this purpose. A few examples are:
- Collaborating in planning, equipment, or distribution.
- Avoiding empty and double trips by coordinating transport schedules.
- Optimizing routes and networks.
- Reducing distances by changing distribution and/or transshipment locations.
Why SiLK?
The scheme was established in close consultation with parties in the logistics sector: TLN, Evofenedex, and VERN. These organizations aim to contribute to CO2 reduction and emission-free driving by 2030 with SiLK. Reducing kilometers driven in the logistics sector is also important because the sector will face the Truck Tax (VWH) starting mid-2026.
More efficient transport and the VWH
It is expected that the truck tax (VWH) will start in the Netherlands around mid-2026. Just like in neighboring countries, truck owners will then pay an amount per kilometer driven, on highways and a number of provincial and local roads.
Emission-free trucks receive a significant discount on the rate. The VWH applies to both domestic and foreign owners of trucks over 3.5 tons. These are vehicles of type N2 and N3. Companies do not pay truck tax for non-driven kilometers.
A portion of the revenue from the truck tax goes to subsidies and measures that make transport in the transport sector more sustainable and efficient. SiLK is one of these measures.
