A new subsidy scheme for sustainable hydrogen in industry is being introduced. This subsidy helps companies in the industry transition to using renewable hydrogen in their processes. Interested companies can respond to the draft subsidy scheme until January 30.

Subsidy for more certainty in the hydrogen market

The new subsidy Stimulating Increased Use of Renewable Hydrogen in Industry (STIHWI) aims to give industrial companies more certainty about the availability of renewable hydrogen. It also provides producers or importers of this hydrogen with more certainty about the purchase of their hydrogen.

Aligns with European goals

The Netherlands must comply with European regulations. By 2030, 42% of all hydrogen in industry must be renewable. By 2035, this is 60%. The new subsidy helps achieve these goals.

Who can apply for the subsidy?

Industrial companies that want to use renewable hydrogen can apply for the subsidy at the Netherlands Enterprise Agency (RVO). If they receive the subsidy, they must first conclude a supply agreement with a hydrogen producer or importer. 

As many companies as possible subsidy

When applying, companies make a bid. This consists of the price they want to pay for renewable hydrogen units and the period in which they want to receive them. Companies that make the lowest bids get priority. Because those companies need less money and certainty, more companies can receive subsidies this way.

Until January 30, 2026, companies can respond to the draft subsidy scheme. This includes, for example, the conditions a company must meet to receive the subsidy.

When does the subsidy open?

After this consultation, the Ministry of Climate and Energy Transition reviews the responses. Based on this, the subsidy scheme may change. The final scheme is expected to appear at the end of 2026 and open for applications at RVO in early 2027. This schedule may still change because the European Commission must first approve state aid.

Information session on January 13

The National Hydrogen Program organizes an information session about this consultation and the subsidy. The ministry will explain:

  • why this subsidy is being introduced;
  • how the subsidy works;
  • what the conditions are to apply for the subsidy;
  • what the subsidy means for the legal targets for hydrogen that companies must meet annually;
  • how the subsidy fits within the hydrogen policy.
