More owners of social real estate can apply for subsidies in 2025 to make their buildings more sustainable. This can be done through the sustainable social real estate subsidy scheme (DUMAVA). New this year is that amateur sports clubs can also apply. The available budget has been increased to € 405 million. Since the opening on June 2, more than half of this budget is still available. Owners of social real estate apply for the subsidy from the Netherlands Enterprise Agency (RVO).
Amateur sports clubs also eligible
The DUMAVA is intended for schools, government buildings, and healthcare institutions. New this year is that amateur sports clubs are also eligible. Sports facilities consume a lot of energy due to sports field lighting and the large number of showers. By installing LED sports field lighting, amateur sports clubs can save on their energy consumption. The subsidy helps finance these measures.
New conditions
There are more changes in 2025. Applicants may combine DUMAVA this year with other subsidies for the same measures. This is only possible with subsidies that are not from the national government, such as municipal subsidies. Furthermore, it is new that companies must fill out an additional declaration when applying. This declaration indicates whether the company competes with companies from other EU countries. If so, there are additional conditions for applying for DUMAVA. The applicant is a company if goods or services are sold from the social building.
€ 405 million for making social real estate sustainable
The subsidy is also for energy advice and for obtaining an energy label. Real estate owners receive a minimum of € 5,000 and a maximum of € 1.5 million DUMAVA subsidy per application. A total of € 405 million is available. This is more than last year. The largest part is for integral sustainability projects: over € 283 million. A budget of over € 121 million is reserved for individual measures.
Applications until October 31, 2025
On June 17, 2025, 58% of the budget was still available. Owners of social real estate can therefore apply extensively. This can be done until Friday, October 31, 2025. The current amount of the budget can be found on the subsidy page. There may be more applications than there is money available. On the day the budget runs out, RVO will draw lots among all applicants of that day.
Why does DUMAVA exist?
DUMAVA is one of the measures taken by the Ministry of Housing and Spatial Planning (VRO) to make the built environment more sustainable. The subsidy scheme encourages owners of social real estate to make their buildings more sustainable. This often involves large buildings, such as healthcare institutions, schools, and government buildings. If they reduce their energy consumption and CO2 emissions, it has a positive impact on the climate.
