On November 25 and 26, the RAI Amsterdam hosted the Offshore Energy Exhibition & Conference (OEEC). Experts and international guests from the offshore wind sector gathered there. State Secretary for Foreign Trade and Development Cooperation Aukje de Vries presented the first copy of the Dutch Offshore Wind Innovation Guide 2026.

NL Pavilion at OEEC

The Offshore Energy Exhibition & Conference (OEEC) was the stage for technological innovations in the international offshore wind industry. 

The NL Pavilion was the central place for the Dutch offshore wind sector. Dutch companies and knowledge institutions presented innovations in offshore wind energy here. The Netherlands Enterprise Agency (RVO) organized the pavilion together with NedZero, Linked by Offshore Wind, and Maritime & Offshore NL.

Partners such as Invest International and the ministries of Foreign Affairs, Economic Affairs and Climate, Infrastructure and Water Management, and Defence contributed to various program components at the fair.

Dutch Cooperation

OEEC 2025 once again demonstrated how strong the Netherlands is in the offshore wind sector and especially how powerful the cooperation is. Together, government, business, knowledge institutions, and international partners are building the next phase of the global energy transition.

Within RVO, Partners for International Business (PIB), Wind at Sea, Climate Export Facility (CERF), and the International Clean Energy Programme (ICEP) work closely together. 

Presentation of the Dutch Offshore Wind Innovation Guide 2026

State Secretary Aukje de Vries gave a presentation on Offshore Wind Finance in Emerging Markets. She emphasized the strategic value of offshore wind for energy security, economic growth, and international relations. She also pointed to the strong leading position of the Netherlands with world ports such as Rotterdam and Eemshaven and a fully integrated offshore wind chain.

De Vries also highlighted the enormous opportunities in emerging markets such as Brazil, Colombia, the Philippines, and Vietnam. Together, these countries account for more than 16,000 GW of sustainable energy. She made clear that financing, risk management, and strong policy frameworks need further improvement.

At the NL Pavilion, the State Secretary presented the first copies of the Dutch Offshore Wind Innovation Guide 2026. Bert van der Lingen (Vice Chairman of NedZero) and Jeroen de Graaf (Managing Director of Maritime & Offshore NL) received the guide.
