The Heating Networks Investment Subsidy (WIS) opens this year for the 3rd time. Entrepreneurs can apply for subsidies if they want to invest in an energy-efficient heating network to remove existing homes and buildings from natural gas. An important change is that they now receive subsidies for 30% of the investment costs. This makes it immediately clear to entrepreneurs how much subsidy they will receive. Applications can be made from August 1 at the Netherlands Enterprise Agency (RVO).
Heating network for heating and cooling
With an energy-efficient heating network, entrepreneurs remove existing buildings and homes from natural gas. Instead of natural gas, these buildings and homes use the heating network for heating and cooling. This contributes to the heat transition (the shift from fossil fuels to sustainable heat sources).
Fixed subsidy percentage provides more certainty
This year, the scheme calculates a fixed subsidy percentage of 30% of the investment costs. This percentage is not dependent on the planning of the project or the amount of income an entrepreneur derives from the heating network. The subsidy amount of the WIS was previously determined by the non-recoverable top (the part of the investment that is not recouped). Then the amount is indeed dependent on the planning or the income. If the project changes during execution, this brings uncertainties regarding the amount of the subsidy. A fixed subsidy percentage therefore gives the entrepreneur more certainty.
More flexible with large consumers
In the subsidy round of 2025, there are more changes. The new WIS will be more flexible in connecting large consumers (greater than 100 kW) to the heating network, such as a swimming pool. These large consumers sometimes use the same infrastructure as small consumers. Therefore, entrepreneurs can now also apply for subsidies for components of the heating network that supply heat to small consumers and new construction or large consumers. This allows them to lay the heating network faster.
Block connections count
Furthermore, entrepreneurs can now also receive subsidies for proven technologies for heat storage that support the heating network. They will then lay these simultaneously with the new heating network. Homes that are heated with a joint connection (block connection) also count towards the minimum requirement of 250 small consumer connections (less than or equal to 100 kW).
