The NVWA inspected approximately 60 customized transports of animal manure without GR/GPS in August and September. These are transports such as farmer-to-farmer, where no registered intermediary needs to be involved. 76% of the inspected transports did not meet the conditions applicable to customized transport without GR/GPS. If no improvement occurs, the exemption for customized transport may be reconsidered.

In August and September 2025, approximately 11,000 customized transports of animal manure were carried out in the Netherlands. Customized transport is intended for short distances between the supplier and the recipient or transport to parcels in own use in border regions. These manure transports must also be fully reported in advance. This also makes control of these transports possible.

Customized transport offers flexibility but requires care

Customized transport gives entrepreneurs working space and flexibility. They save costs of an intermediary and do not have to use GR equipment during transport, and taking a sample and weighing with a calibrated weighing instrument is not mandatory. However, this flexibility is not a given. It is an exception to the regular standard manure transport and can only continue to exist if it is clear in advance what, when, and to whom is transported.

Results of recent inspections

During the recent inspection of approximately sixty transports, the NVWA investigated whether the execution corresponds with the reports in rVDM. The main finding from several inspections was that no manure transport took place to a different recipient. Furthermore, the following issues were identified:

  • The transport in rVDM was only reported after the transport had already taken place (i.e., retrospectively). The variation in retrospective reporting ranged from the same day to transports from months ago.
  • One or more incorrect vehicle license plates were provided.

In cases where the conditions were not met, a report of findings was drawn up which may lead to an administrative fine.

Reconsideration of the exemption scheme

If a transport is registered only retrospectively, this automatically means that rVDM was not used at the time of transport. Upon detection, a fine of €1,500 can be imposed. If no improvement occurs in customized transports, the exemption will be reconsidered.

Customized transport relies on trust and transparency

The scheme for customized transport without GR/GPS relies on trust, transparency, and correct registration. Only if reports are made timely and correctly does the system remain controllable.

The NVWA will conduct inspections on customized transport once more before January 1, 2026. They will again look at the timeliness and accuracy of the reports.

To comply with the scheme, entrepreneurs must:

  • Submit the pre-notification and start notification prior to transport;
  • Report changes such as license plates, manure codes, and remark codes for transport;
  • Register confirmation of weight immediately;
  • Register completion of the transport immediately;
  • Ensure that the administration reflects the actual execution.
