Currently, there is an import ban on cuttings of Petunia and Calibrachoa in the Netherlands and other EU countries. From 2026, import of unrooted cuttings from Kenya and Guatemala will be possible under certain conditions. Companies need recognition for this.

Conditions for import

On June 3, 2025, two EU regulations were published that make the import of these unrooted cuttings possible.

In September, Kenya communicated a list of authorized production companies in that country to the European Commission. This established a key prerequisite for the possible export of these cuttings. The unrooted cuttings must come from one of these authorized production companies.

A second condition concerns the recognition of receiving companies in the Netherlands or other EU countries. There are also additional requirements for the recipients of these unrooted cuttings. The recognition document must be shown during the import inspection and also sent with the declaration in CLIENT.

Apply for recognition for import

If you are interested in importing these unrooted cuttings, you can apply for recognition at the NVWA.
