EU announces new €2.3 billion agreements package at the Ukraine Recovery Conference 2025
The President of the European Commission, Ursula von der Leyen, announced a new €2.3 billion package to aid Ukraines recovery and reconstruction. This reaffirms the EUs commitment to Ukraines future in the EU.
This package, signed with financial institutions under the Ukraine Investment Framework, consists of €1.8 billion in loan guarantees and €580 million in grants, expected to mobilise up to €10 billion in investments in Ukraine.
President von der Leyen stated: “Today, the EU reaffirms its role as Ukraines strongest partner, not just a top donor but also a key investor in its future. With this new package, we aim to unlock investments to rebuild homes, reopen hospitals, and revive businesses. Ukraine is moving closer to the EU every day.”
The Ukraine Recovery Conference 2025, taking place in Rome on July 10-11, aims to maintain international focus on Ukraines recovery amid the ongoing war. It serves as a platform for aligning political support and mobilising funding while strengthening Ukraines institutions for long-term sustainability.

European Commission releases €492 million to Slovakia as part of NextGenerationEU
The European Commission has disbursed its fifth payment of €492 million to Slovakia under the Recovery and Resilience Facility (RRF), part of NextGenerationEU. This is part of Slovakias overall recovery plan funded by €6.4 billion in grants.
The payment follows Slovakias fifth request on December 16, 2024, which included 21 milestones related to 14 reforms focusing on decarbonising electricity generation and enhancing e-government services. Slovakia has received €3.96 billion to date, representing 62% of its total allocated funds.
The RRF payments are performance-based and depend on Slovakias progress in implementing its recovery plan. An interactive map showcasing supported reforms is available online.

General-Purpose AI Code of Practice now available
The European Commission has received the final version of the General-Purpose AI Code of Practice, developed by 13 independent experts and input from over 1,000 stakeholders.
The Code helps industry comply with the AI Acts rules on general-purpose AI, effective from August 2, 2025. It consists of chapters on Transparency, Copyright, and Safety and Security.
Once endorsed, providers signing the Code can demonstrate compliance, benefitting from a reduced administrative burden.

Commission clears acquisition of Kantar Media by H.I.G. Capital
The European Commission has approved the acquisition of Kantar Media by H.I.G. Capital under the EU Merger Regulation.
The transaction relates to media measurement and analytics services and does not raise competition concerns due to the companies limited market position.
