Home seekers connected to Deventer have a greater chance of obtaining an affordable new-build home. This is stated in the housing regulation adopted by the city council.
The rules for room rental and purchase protection have also been adjusted.
From June 1, a housing permit is required for new-build homes up to €420,000 (2026 price level). Half of these are allocated to people who have lived in Deventer for 6 years or at least 6 years in the past 10 years. And to people who do not currently live here but have a reasonable interest connected to the Deventer community to come and live in Deventer.
Room Rental
From February 7, 2026, there is also an adjustment in the rules regarding room rental. A conversion permit is required for room rental if you want to rent out 3 or more rooms. Or if you live there yourself, 2 or more rooms.
In the old regulation, such a permit was not required if the WOZ value of the property was higher than the NHG limit. In the interest of livability, this has now been lifted in Voorstad and the Rivierenwijk. Here, the permit requirement applies regardless of the WOZ value. A transitional arrangement has been included for situations that were permit-free before or on October 16, 2025, but are now subject to a permit. Owners must register by May 7 to still obtain a permit.
Purchase Protection
With the new regulation, as of February 7, 2026, existing homes in these neighborhoods with a WOZ value up to the NHG limit fall under purchase protection. This means that a home may not be rented out for the first 4 years after purchase. This also applies to the neighborhoods Binnenstad, Voorstad, Rivierenwijk, Keizerslanden, Zandweerd, Colmschate-Noord, and Colmschate-Zuid.
