Working Together for a Hospitable and Safe Football Environment
Football matches of PSV and FC Eindhoven are an important source of enjoyment, pride, and connection for residents from all layers of society. Therefore, it is of great importance that supporters feel welcome and safe in and around the stadium. The new covenant provides direction to the joint ambitions to ensure this and contains clear agreements between all involved chain partners. The principle is to jointly ensure a positive football experience before, during, and after matches, while safeguarding and, where necessary, restoring public order and safety as well as possible.


Focus on a Person-Centered Approach
An important part of the agreements made is the choice for a person-centered approach. The vast majority of supporters attend matches to enjoy football. To maintain that positive atmosphere, the partners focus on preventing misconduct through timely information exchange and close cooperation. This approach enables involved parties to act faster and more effectively when situations require it. Where an individual approach is insufficient, a group-oriented approach remains possible. This method has already demonstrably contributed to a safer sports climate in recent times.

Ambition for the Future
With the covenant, the parties express the joint ambition to deepen the successful cooperation further. The intensive cooperation is visibly bearing fruit and forms the basis for a sustainable, hospitable, safe, and inclusive football environment for everyone. But with clear limits to where hospitality extends and that action will be taken if those limits are exceeded.
