Starting January 1, 2026, a new prioritization framework from the ACM will come into effect. The four largest cities in the Netherlands (Amsterdam, Rotterdam, The Hague, and Utrecht) are concerned because there is still too much uncertainty about the implementation and its consequences. Therefore, the municipalities warn that without clear agreements and national coordination, the construction of over 160,000 homes and social facilities such as schools and charging infrastructure is at risk.

“There is too much uncertainty. We as municipalities do not know what to expect. Our social task is so great that this uncertainty is unacceptable,” says Senna Maatoug, Alderman for Energy and Climate in Utrecht. “We fear that housing construction will come to a halt because of this. In the current housing crisis, that is unacceptable. The government must now take national control and ensure a clear transition to the new system so that new homes can also be connected to the power grid in the future.”

The cities therefore ask the government for:

  • Clear communication about the introduction and consequences of the new prioritization framework;
  • Guarantees for a careful transition so that ongoing projects do not come to a standstill;
  • Structural involvement of the G4 in discussions with ACM, Netbeheer Nederland, and the Ministry of Climate and Green Growth.
