The appointment takes effect on June 1, 2026. On the same date, she will resign at her own request as councilor in the Administrative Jurisdiction Division, a position she has held since December 1, 2022. From June 1, 2026, she will no longer be involved in administrative jurisdiction.

Before becoming a councilor in 2022, Hanneke Schipper-Spanninga was interim director-general of Public Administration and Democratic Rule of Law and director of Constitutional Affairs and Legislation at the Ministry of the Interior and Kingdom Relations. Prior to that, she was director of Legal Order and director of Legal and Operational Affairs at the Ministry of Justice and Security.

The Advisory Division is an independent advisor to the government and parliament on legislation and governance. It also independently supervises European budgetary rules. Furthermore, the Advisory Division assesses the governments climate policy based on the Climate Act. The Advisory Division currently consists of fourteen councilors. Vice-president Thom de Graaf is chairman of the Advisory Division.
