On Tuesday, September 30, various permanent parliamentary committees discussed ongoing legislative proposals. Below is a selection of these committee meetings. A complete overview can be found here.


Written Contributions

Before a legislative proposal is ready for plenary treatment, committees consult with ministers and state secretaries, usually by asking written questions. A selection:

The committee for Immigration & Asylum/JBZ council has decided to postpone the input for the report on the proposals for the Law introducing a dual status system (36.703) and the Asylum Emergency Measures Act (36.704) to October 14, 2025. On October 14, the committee will also provide an opportunity for written contributions regarding the letter from the ministers of Asylum and Migration concerning the implementation assessments, following the Law introducing a dual status system and the Asylum Emergency Measures Act (36.703/36.704, B). The written consultation can be included in the consideration of these legislative proposals if desired.


Oral Consultation

The committee for Economic Affairs/Climate and Green Growth had an Oral Consultation with caretaker minister Hermans of Climate and Green Growth. The first part dealt with industry, energy, and climate policy. This consultation was already on the agenda on July 1, 2025, and was postponed due to the plenary debate on the Spring Memorandum. In preparation for this consultation, there was already a meeting with experts on grid congestion on September 23, 2025.

The second part of the consultation concerned the nuclear power plant in Borssele and was partly closed. The reason for the consultation was a letter from the minister (32.645, Q) in which she informs the Senate about the exploratory discussions regarding a takeover of the shares of EPZ, the operator of the Borssele nuclear power plant. In a confidential letter, the cabinet decision to make a non-binding offer is explained and insight is provided into how the valuation of the shares was established.

Expert Meeting

The committee for Immigration and Asylum/JBZ council organized an expert meeting on September 30 to increase knowledge about the proposal for the Return Regulation. The European Commission proposed a Return Regulation in March 2025 that is intended to replace the existing Directive from 2008. The aim of the new rules is to make the return process in the European Union faster, more uniform, and more effective. Currently, according to the Commission, only 20% of rejected asylum seekers return to their country of origin.

Other

In the committee for Economic Affairs/Climate and Green Growth, the letter from caretaker minister Heinen of Finance was discussed, in which the decision to allow private investors to participate in TenneT Germany is explained (28.165, BC and BD). The letter from the minister of Finance regarding the choice of private investors participation in TenneT Germany (28.165, BD). Before the transaction is executed, a number of suspensive conditions must be met. The minister expects this to be in the first half of 2026.

Senate committees discuss legislative proposals and meet regularly. Committees assess whether a legislative proposal is ready for plenary treatment or whether further questions are raised to the government. Legislative proposals accompanied by a blank report are dealt with as hammer piece. The most important decisions of the committees are made public as short notes.
