The budget outlines what revenues we expect and where we want to spend money. This budget is a continuation of the Tussenbalans that we published this spring of 2025.
Collaborating in a changing world
On October 29, 2025, the Netherlands will go to the polls for the national elections, and in the spring of 2026, we will elect new municipal councils. The province is also preparing for possible changes from the national government and municipalities. Developments from Brussels can also influence our work.
We choose action
We face major challenges, from nitrogen to energy and from housing construction to livability. Especially in this time, it is important that we are clear about what we do and what we need. Gelderland wants to build houses, businesses want to grow. We choose action, collaboration, and perspective for our residents and entrepreneurs. With this budget, we are taking clear steps forward for them.

Investments and invitation to collaborate
The budget has been sent to our Provincial States (PS). At the next State meeting on Wednesday, November 12, 2025, they will discuss this. For 2026, we want to free up extra money. We propose to allocate €122.5 million from the investment budget and €51.2 million from the incidental budget (money for one-time expenses or projects). Additionally, we reserve another €5.9 million for recurring tasks. “The budget is not only a financial document but also an invitation to collaborate. Together with residents, municipalities, businesses, and our partners, we want to make Gelderland even more beautiful and stronger in the coming year,” said Witjes.
