Traditional crime such as theft and violence remains unchanged
In 2025, the percentage of victims of traditional crimes such as theft and violence remained stable according to CBS. Online crime did increase.

In 2025, the share of victims of traditional forms of crime, such as burglary, theft, violence and vandalism, did not change. It remained 20 percent. Between 2021 and 2023 there was an increase, especially in violent crimes. Before that, it declined for ten years. This is reported by Statistics Netherlands (CBS) based on the Safety Monitor 2025, a biennial survey among people aged 15 and older.
Figures on registered crimes by the police show the same picture. In 2025, the police received about the same number of reports of traditional crimes as in previous years.

In 2025, 20 percent of people aged 15 and older said they had been victims of traditional crime in the past twelve months. This is about 3 million people. They were most often victims of property crimes (11 percent), followed by vandalism and violent crimes (both 7 percent). For all forms, the percentage of victims in 2025 is equal to that in 2023, but higher than in 2021.
Police registers same number of crimes
In 2025, the police registered about the same number of traditional crimes as in 2023 and 2024. There are small differences per type of crime. The number of thefts, embezzlements and burglaries decreased by 3 percent compared to 2023, while the number of vandalism and damage increased by 2 percent. The number of violent crimes and sexual offenses also increased by 9 percent.
Most traditional crime in large cities
In highly urban municipalities, most victims of traditional forms of crime are found. This concerns 29 percent compared to 13 percent in non-urban municipalities.
In Amsterdam, the police registered the most traditional crimes in proportion in 2025 (63 per 1,000 inhabitants), followed by Utrecht (54), Eindhoven (52) and Rotterdam (50). In Staphorst (6 per 1,000 inhabitants), Hattem, Dalfsen and Tubbergen (each 7 per 1,000 inhabitants) the fewest crimes were registered in proportion.

More people affected by purchase fraud
In 2025, 17 percent of people aged 15 and older said they had been victims of online crime in the past twelve months. This is slightly more than in 2023, but equal to 2021. More people came into contact with online scams and fraud than in previous years. Especially purchase fraud, where ordered and paid goods or services are not delivered, increased. Hacking occurs less than in 2021.
