The Woningwet BES aims to increase the construction of affordable social rental housing in the Caribbean Netherlands (Bonaire, Sint Eustatius, and Saba). This law is expected to take effect on January 1, 2027. The Housing Corporations Authority (Aw), based on the proposal from the Ministry of Housing and Spatial Planning, has conducted a HUF assessment (Enforceability, Feasibility, and Fraud Resistance test). In this assessment, the Aw identifies several potential improvements and points of attention.

The Aw assesses the bill as enforceable. The feasibility is more complex because local conditions cannot be fully predicted. Therefore, Aws supervision is not identical but equivalent to that in European Netherlands. For specific parts, such as the suitability and reliability test, elaboration in lower regulations involving Aw is chosen.

The Aw considers improving availability and affordability of social housing in the Caribbean Netherlands, as intended in this bill, to be of great importance.
