The new personal protection system under the responsibility of the NCTV has started. This is established in the new circular on guarding and security published on Monday. The circular fully explains the guarding and security task field, including a description of current legislation and work agreements.

When persons, objects, or services face a threat, the Dutch government may be asked to provide security. This protection is regulated within the guarding and security task field. One part of this task field is the new personal protection system. The previous circular was published in 2023. Since then, much has changed. With the fight against organized undermining crime and the recommendations of the Bos committee in 2021 as well as the report from the Dutch Safety Board in 2023, a fundamental renewal of the system was initiated.

New personal protection system

The new system focuses on keeping persons safe. Significant investments have been made to increase security capacity at the police and Royal Netherlands Marechaussee. At the National Coordination Centre for Guarding and Security, police and Marechaussee collaborate on the management and coordination of security assignments.

The new system also establishes clear and unified authority. The NCTV holds authority over all persons in the new system. The transfer of persons to be protected from the Public Prosecution Service (OM) to the NCTV has been completed. The OM retains authority over the protection of persons not covered by the new system. Responsibilities for mayors remain unchanged.

The NCTV monitors and evaluates various aspects and processes of the new system to adjust when necessary. The Inspectorate of Justice and Security supervises parts of the system. After the necessary legislative change, this supervision can be expanded. An independent advisory body has also been established to advise the Minister of Justice and Security on the systems functioning.

Circular guidance for organizations working within the task field

The updated version of the circular sets out policy frameworks and work agreements for the guarding and security task field, based on current legislation. The circular aims to provide guidance to organizations and professionals working within the guarding and security task field. It is the overarching document describing applicable legislation, instructions for task execution, and associated policy frameworks and work agreements, retroactively effective from January 1, 2026.
