Rijkswaterstaat has started the tender for variable maintenance of the bridges and locks on the Main Waterway Lemmer-Delfzijl (HLD). For these works, we are looking for two market parties willing to contribute over the next four years to the safe and reliable functioning of this important water connection.

The fixed, planned maintenance is already included in a basic maintenance contract (BOC). The variable maintenance tasks are now tendered via a framework agreement, allowing flexible response to current maintenance needs.

The framework agreement focuses on the variable maintenance needs of the bridges and locks within the HLD area. It involves civil, mechanical, and electrical engineering work. Examples of maintenance tasks covered by this agreement include:

  • replacing or repairing parts such as pumps, cylinders, cables, or barriers
  • repairing lighting, railings, and other structural elements
  • work on bearings and asphalt or wear layers
  • final repairs after damage

Importance of the Main Waterway Lemmer-Delfzijl

The Main Waterway Lemmer-Delfzijl is one of the most important waterways in the Netherlands and forms a key link for the Northern Netherlands economy. The waterway connects the provinces of Groningen and Friesland for inland shipping and links Northern Germany with the professional ports of Amsterdam and Rotterdam.

We are the owner and manager of the waterway and work on various improvements for smooth, safe, and sustainable navigation.

Future-proof infrastructure

In the coming years, we will carry out extensive major maintenance on national roads and waterways. Much of our infrastructure was built in the 1950s and 60s. Meanwhile, the Netherlands has many more inhabitants and heavier traffic.

We also need to take into account more extreme weather, such as heat, drought, and heavy rain. Our structures must withstand these new conditions. And our storm surge barriers must be strengthened due to rising sea levels. This remains essential for the safety and resilience of the Netherlands.

Registration for the tender

Interested market parties can register until February 20, 2026 via TenderNed . The full schedule of the tender is also available here.
