Wind farm developers are expected to be able to apply for a permit in September 2026 at the Netherlands Enterprise Agency (RVO) for the construction and operation of the IJmuiden Ver Gamma-A offshore wind farm. This offshore wind farm will have a capacity of 1 gigawatt (GW). A subsidy of 20ac2.5 billion is available for the wind farm. The subsidy is necessary to ensure that the development of offshore wind energy can continue.

Wind farm developers have less certainty

Due to rising costs and lower electricity demand than previously expected, the development of offshore wind energy is under pressure. Wind farm developers have less certainty that they will recoup the costs of the wind farm.

Subsidy covers part of the costs

In October 2025, RVO received no applications for the construction and operation of the new Nederwiek I-A wind farm. The subsidy now aims to encourage developers to apply for a permit for the IJmuiden Ver Gamma-A wind farm. 

2.5 billion subsidy available

20ac2.5 billion subsidy has been reserved for this wind farm. Of this amount, 20ac0.9 billion comes from the Climate Fund. The remaining 20ac1.6 billion comes from the Stimulation of Sustainable Energy Production and Climate Transition (SDE++). This budget results in a maximum tender amount per megawatt-hour of energy generated of 20ac104. The winning permit application determines with its bid whether this total amount is actually needed.

Electricity for 1 million households

The Netherlands Environmental Assessment Agency (PBL) issued an independent advice to offer one plot of 1 GW in this permit round. 1 GW is enough electricity for about 1 million households. According to PBL, there is not enough subsidy budget available for 2 plots of 1 GW each. Later this year, the Ministry of Climate and Sustainable Growth will decide whether a second permit round will open for a 1 GW plot.

Offshore wind farms play a major role in the transition from fossil to sustainable energy (energy transition). They contribute to a strong and affordable energy system. And they ensure that the Netherlands maintains control over its energy supply. Offshore wind energy is currently the best way to quickly and on a large scale supply energy.
