Draft Environmental Energy Program

To combat climate change and keep our city livable and sustainable for this and future generations, it is important to handle energy differently. This means saving energy, drastically reducing our CO₂ emissions by switching to sustainable electricity and heat, and working on solutions for bottlenecks caused by grid congestion. A huge change, a transition, where everyones effort is important and necessary. How the municipality plans to tackle this in the coming years, together with organizations, residents, and entrepreneurs from the city, is described in the draft Environmental Energy Program.

The Environmental Energy Program aims for a climate-neutral Amersfoort by 2050, to counter global warming and reduce our energy dependence on other countries. We work together on a supported and fair energy transition and a future-proof energy system. To achieve this, five guiding principles have been formulated. These mainly concern how we collaborate, how we stimulate and support initiatives from residents, entrepreneurs, and organizations, and how we ensure a fair and supported approach in which everyone can participate. This approach will be concretized in the implementation program until 2028. The draft Environmental Program will be available for inspection from March 9, 2026.

Amendment Decision Environmental Plan Achterhoekerweg 18

Four plots in Over de Laak, near Achterhoekerweg 18 and surroundings, currently have an entrance on the south side according to the Environmental Plan. This entrance leads to the Nieuwe Laakpad. By moving the entrance to the north side, to Achterhoekerweg, the traffic situation becomes safer. The place where the entrance was originally planned can then be landscaped with greenery. In April 2023, an environmental permit was already granted for this new situation. The municipality now wants to record this new situation in the environmental plan. The college now decides to put the amendment of the environmental plan up for inspection. Anyone who wishes can then respond to the plan. This is called submitting a viewpoint. Afterwards, the college will make a decision on the adoption of the plan.

Environmental Program Circular City

The Municipality of Amersfoort aims to be a fully circular city by 2050. This means smarter use of raw materials, reusing items, and producing less waste. The Environmental Program Circular City describes how the municipality, together with organizations, residents, and entrepreneurs, wants to get started. The Municipality of Amersfoort takes a step towards a sustainable future with this Environmental Program Circular City.

After discussion with the council, the college will definitively adopt the Environmental Program Circular City. Based on an amendment adopted by the council, the environmental program has been supplemented at one point: the land at the future environmental station at the Wieken-Vinkenhoef industrial estate is reserved for circular business activities.

Decisions on Objections to Restriction List POET GROP

With the introduction of permit parking, the municipality has drawn up a list of addresses where parking must take place on private property (Parking On Private Property, POET) and addresses that are not entitled to a parking permit (GROP). With this college decision, the municipality decides on 38 objections against the adoption of this list. In 21 cases, the municipality sides with the objectors, in 17 cases not. The municipality informs the objectors. A total of 400 objections have been received. The municipality processes these in parts.

Regulation on the Legal Position of Mayor and Aldermen Municipality of Amersfoort 2026

The employment conditions of the mayor and aldermen are partly regulated in the Regulation on the Legal Position of Mayor and Aldermen. Due to national developments, changes are recommended. The mayor and aldermen have decided to update the Regulation on the Legal Position of Mayor and Aldermen.

Amendment Environmental Plan Definitions Housing

The college has decided to amend the definitions in the environmental plan. The environmental plan currently does not contain unambiguous definitions of housing typologies such as ‘attached house’ and ‘stacked house’. This leads to undesirable situations in practice. By adding definitions, a clear assessment framework is created for future applications for an environmental permit to realize housing.

Environmental Program Heritage 2026-2040

With nearly 500 national monuments, more than 250 municipal monuments, and characteristic buildings and cityscapes, Amersfoort has a lot of valuable heritage. To provide direction on how heritage will be preserved for the future, the municipality wrote new heritage policy: the Environmental Program Heritage. More than a thousand residents and organizations contributed.

The environmental program covers, among other things, the future of valuable old buildings, archaeological finds, cityscapes, and greenery. The stories associated with these are also important. The plan sets goals for the future. The municipality must protect heritage well and at the same time provide space for new developments, such as making monuments more sustainable and preserving heritage in construction projects. Greenery and landscape receive extra attention.

Heritage can contribute to places where people meet in the city. Think, for example, of churches. These monuments can be preserved by also using them for other activities. This gives them a new future.

Subsidy Scheme Biobased Building

Biobased building is an effective way to build circularly and climate-friendly. Housing corporations make an important and visible contribution to the sustainability of the city. In practice, we see that housing corporations can apply biobased building on a large scale if costs are lower. This subsidy scheme stimulates housing corporations by covering part of the higher costs. This contributes to accelerating and scaling up biobased social housing. Together we work towards a sustainable and CO2-neutral Amersfoort.

Council Information Letter Customization GGDrU 2026

In January 2026, the cooperation agreement with the GGDrU for the year 2026 was established, including all customization agreements. We continue the policy and most interventions from previous years. Some parts have stopped or will be phased out in 2026. In addition, a limited number of new agreements have been added due to the availability of new budgets, such as from the national government, including Specific Grants related to the Healthy and Active Living Agreement (GALA), Integral Care Agreement (IZA), and the Additional Care and Welfare Agreement (AZWA).
