
In areas where agriculture is the main function, we are cautious about changing land to non-agricultural uses. In interweaving areas, agriculture can be combined with other functions such as care and recreation. But not everything is possible everywhere. Farmers who want to develop near protected, nitrogen-sensitive nature, vulnerable waterways, and groundwater extraction sites will face additional conditions.
The Provincial Council still needs to decide on the new policy.
Encouraging Emission Reduction
The province encourages farmers to innovate, reduce emissions, close cycles, and use crop protection products more intelligently. We created a menu that helps and encourages farmers in their future choices, such as innovation, extensification, diversification of the business with other functions, relocation, and voluntary termination. These choices are also known as the “Remkes ladder”.
Near nitrogen-sensitive Natura 2000 areas, nitrogen reduction zones, and vulnerable waterways and groundwater protection areas, we will exert more control. There will be a ban on new establishment or expansion of non-ground-bound livestock farming and efforts to reduce emissions.
Maximum Company Size
Agricultural businesses in Gelderland are often family businesses. The Provincial Executive wants to use this size as a norm. Therefore, a maximum company size will be introduced. Furthermore, the province focuses on the generational change that will take place in the coming years with targeted policy for young farmers.
The choices will be further elaborated in an implementation program. The new agriculture and horticulture policy is closely linked to the nitrogen acceleration approach and the new environmental vision.

Gelderland is the most important food province in our country. We have an interest in a healthy and future-proof agriculture and horticulture sector. Farmers and growers produce our food, provide employment, and ensure the living environment and livability in rural areas. With these new frameworks, we give them more clarity and future perspective.
