
Wind farm Papenslagweg
The project area is located in the municipality of Lochem, on the east side of Exel, near the border with the municipality of Hof van Twente (province of Overijssel). The initiative concerns 2 to 3 wind turbines. Wind farm Papenslagweg is located in a search area of the energy region Stedendriehoek and fits within the Regional Energy Supply Program (RPE). The wind farm can contribute to the transition to sustainable energy, so that we emit less CO₂, become less dependent on foreign energy, and keep energy costs affordable.
Start of procedure
On 3 March 2026, the Provincial Executive adopted the Notification of Intent and Participation. This marks the start of the exploration for this wind farm. This means that we will investigate how, where and under what conditions wind turbines can be placed in the project area. The notification includes 2 documents:
- Scoping and Level of Detail Note (NRD). This is the plan of approach for the environmental studies. It states what we investigate and how.
- Participation Start Note. This explains how and when you can participate in the plans.

The notification and appendices are available for inspection from Thursday 12 March until Wednesday 22 April 2026. You can view the documents:

How to respond?
From Thursday 12 March until Wednesday 22 April 2026, you can submit a response (viewpoint) on the notification, NRD and Participation Start Note. You can, for example, give your opinion on the setup of the studies or the way we involve you. You can also suggest other solutions. On our website you can find how to submit a response.
Walk-in meeting
On Tuesday 24 March 2026, we organize a walk-in meeting at Kulturhus t Kruispunt, Verwoldseweg 1 in Laren. You are welcome between 19:30 and 21:00, no registration needed. Staff from the province and the initiators will explain the plans and procedure and answer your questions.
What happens next?
We will answer all received responses in a response report. This report states what has been done with your input. The Provincial Executive will adopt the response report, together with the final versions of the Scoping and Level of Detail Note and the Participation Start Note. After that, the environmental study will start.
