Because the possible arrival of nuclear power plants can have consequences for the living environment, economy, and infrastructure, the municipalities of Sluis and Terneuzen have jointly established an advisory group. This advisory group represents the interests of Zeeuws-Vlaanderen, including those of the municipalities of Sluis and Terneuzen, and contributes to discussions about the impact of the planned national energy projects.
The advisory group has documented its conditions in an advisory report. This report was submitted on February 9, 2026, to the outgoing Minister Hermans of Climate and Green Growth (KGG). Here is the link to the ‘Conditions Advisory Group for the National Regional Package Sluis-Terneuzen’.
What has the advisory group done?
The advisory group consists of 54 members, including residents, entrepreneurs, council members, village councils, and interest organizations. They have mapped out which measures are necessary for the National Regional Package to strengthen the quality of life, living, and working in the region.
Conditions of Borssele and Vlissingen
Besides Terneuzen, other locations in the Netherlands are also being investigated for the possible construction of two nuclear power plants. In Zeeland, attention is given to a location in Vlissingen-East (the former Thermphos site) and in Borssele (the EPZ site next to the Borssele Nuclear Power Plant).
The municipality of Borssele and the province of Zeeland have also asked their residents what conditions they set for the possible arrival of large energy projects in the region, including two new nuclear power plants. The conditions of the municipality of Borssele and the province of Zeeland and the first response of Minister Hermans of KGG can be found here. In the municipality of Vlissingen, the process to establish conditions is still ongoing.
Conditions as guideline
The conditions are used to draft a provisional National Regional Package under the leadership of area connector Knops. This package will be published simultaneously with the location choice and is done in cooperation with the province of Zeeland and the municipalities of Borssele, Vlissingen, and Terneuzen.
