22.8 thousand new homes built

22.8 thousand new homes were built, 3.6 thousand more than in the same period last year, and 7.9 thousand more than in the third quarter.
In the fourth quarter, 2.8 thousand homes were demolished, 1.7 thousand homes ceased to be homes due to renovation, and 4.7 thousand homes were converted into homes through extension or alteration. In total, 23.1 thousand homes were added. 3.9 thousand commercial buildings were newly built, the same as last year.

Slower increase in the pipeline

The number of new homes for which a permit has been granted but not yet delivered, the homes in the pipeline, increased by 1.0 thousand. In the third quarter, the pipeline increased by 8.1 thousand homes. For commercial buildings, this was 1.7 thousand. In recent years, more homes have been permitted than built, corrected for the number of cancelled construction projects.

Construction costs decreased

In the fourth quarter, the permitted construction costs for all homes were 3.8 billion euros. This is 19 percent less than in the same quarter of 2024. The information about permitted construction costs comes from surveys. For commercial buildings, the permitted construction costs in the fourth quarter were 2.0 billion euros, 26 percent more than in the same quarter a year earlier.

Construction industry turnover grows faster in 2025 than in 2024

Turnover in the construction industry is growing faster again, by 5.9 percent. In 2024, this was 2.8 percent; the lowest growth in 11 years. This means the year-on-year turnover growth in 2025 is lower than the average of the past ten years; 6.6 percent.

The domestic selling prices of the wood and construction materials industry increased by 2.2 percent in 2025 compared to 0.0 percent in 2024.

GWW driving growth

In the Civil Engineering (GWW) sector, turnover increased the most in 2025 of all branches in the construction industry. The turnover increase in GWW is 10.9 percent, the highest year-on-year increase in over fifteen years.

Other branches also performed better in 2025 than in 2024, with turnover in Civil and Utility Construction rising by 6.4 percent. In 2024, this was 2.1 percent.

Specialized construction companies grow slower

Specialized construction companies are growing more slowly. Turnover in this sector grew by 3.6 percent. In 2024, this was 2.9 percent.
Number of bankruptcies decreases in 2025.

The number of bankruptcies fell again in 2025 for the first time since 2021. In 2025, 488 companies, institutions, and sole proprietorships in the construction sector went bankrupt. In 2024, this was 618.
